Hey there! It's me Nicole.
BTW, i just wanna teach u...
"HOW TO PUT A WAVELY BORDER"

Instructions:
Arrow Open an Adobe Photoshop. [Any versions.]
Arrow Next. Open an image.
Spoiler:
Arrow Select the LASO TOOL.
How to put a wavely border on PS. Tut2x

Arrow Then, crop it like this yow.. :]

* Then, It will go like this pic.. :]*

Arrow So, If you want to have an effects on this picture..
Go to Layer> Layer style> Blending Options.
Arrow Then, choose some effects like put a stroke, drop shadow,
Outer glw, bevel and emoboss etc.

Arrow After you do that all.. Done!! lol!
